President Obama on his dear friend Senator Ted Kennedy

President Obama released this statement regarding the death of Sen. Ted Kennedy:

Michelle and I were heartbroken to learn this morning of the death of our dear friend, Senator Ted Kennedy.

For nearly five decades, virtually every major piece of legislation to advance the civil rights, health and economic well-being of the American people bore his name and resulted from his efforts.

His ideas and ideals are stamped on scores of laws and reflected in millions of lives — in seniors who know new dignity; in families that know new opportunity; in children who know education’s promise; and in all who can pursue their dream in an America that is more equal and more just, including me.

In the United States Senate, I can think of no one who engendered greater respect or affection from members of both sides of the aisle. His seriousness of purpose was perpetually matched by humility, warmth and good cheer. He battled passionately on the Senate floor for the causes that he held dear, and yet still maintained warm friendships across party lines. And that’s one reason he became not only one of the greatest senators of our time, but one of the most accomplished Americans ever to serve our democracy.

I personally valued his wise counsel in the Senate, where, regardless of the swirl of events, he always had time for a new colleague. I cherished his confidence and momentous support in my race for the Presidency. And even as he waged a valiant struggle with a mortal illness, I’ve benefited as President from his encouragement and wisdom.

His fight gave us the opportunity we were denied when his brothers John and Robert were taken from us: the blessing of time to say thank you and goodbye. The outpouring of love, gratitude and fond memories to which we’ve all borne witness is a testament to the way this singular figure in American history touched so many lives.

For America, he was a defender of a dream. For his family, he was a guardian. Our hearts and prayers go out to them today — to his wonderful wife, Vicki, his children Ted Jr., Patrick and Kara, his grandchildren and his extended family.

Today, our country mourns. We say goodbye to a friend and a true leader who challenged us all to live out our noblest values. And we give thanks for his memory, which inspires us still.

Breaking News: Ted Kennedy has lost his heroic battle with brain cancer – May he Rest in Peace

Sen. Edward M. Kennedy has lost his battle with brain cancer and past away just before midnight on Tuesday in his home in Hyannis Port, Mass.  Sen. Kennedy was known as the “Liberal Lion” of the Senate.  He served over forty years in the Senate.  Sen. Kennedy was born in 1932 and was 77 years old.    Sen. Kennedy is survived by three children, two step children, his wife Victoria, his sister, and his grandchildren.  His family released the following statement:

“Edward M. Kennedy – the husband, father, grandfather, brother and uncle we loved so deeply – died late Tuesday night at home in Hyannis Port,” the statement said. “We’ve lost the irreplaceable center of our family and joyous light in our lives, but the inspiration of his faith, optimism, and perseverance will live on in our hearts forever. We thank everyone who gave him care and support over this last year, and everyone who stood with him for so many years in his tireless march for progress toward justice, fairness and opportunity for all. He loved this country and devoted his life to serving it. He always believed that our best days were still ahead, but it’s hard to imagine any of them without him.”

Sen. Ted Kennedy and Sen. Chris Dodd to the rescue concerning the health care reform that includes a public option and covers the majority of Americans at a discount from the originally projected $1 trillion.  What are the basics of the plan?

  • Covers 97% of all Americans
  • Strong Public option
  • Makes health insurance affordable for those currently uninsured
  • Allows Americans to keep their current health care coverage if they want
  • Only $611 billion over 10 years (much less than the originally predicted $1 trillion)
  • Reduces health care costs overall

Dear HELP Committee Member: 

No issue is more important to our constituents – or to our economy – than health care reform.  As President Obama has said – and as even those who disagree about the particulars of reform understand – inaction is not an option.  The status quo isn’t just unacceptable, it’s unsustainable. 

As you know, last month we distributed initial legislative language for the HELP Committee markup of the “Affordable Health Choices Act.”  With bipartisan cooperation and a great deal of hard work, we have already made significant progress and completed our work on issues ranging from prevention to quality of care to the elimination of waste and fraud.  Meanwhile, we have continued to discuss and incorporate good ideas from a variety of perspectives and both political parties – already, we have accepted 87 Republican amendments, and in the coming days we hope to work out many more.

Today, we are circulating language for two remaining portions of the bill: a strong public insurance option to offer consumers a reliable and affordable alternative, and a provision for the shared responsibility of employers. 

The Congressional Budget Office has carefully reviewed our complete bill, and we are pleased to report that the CBO has scored it at $611.4 billion over 10 years, with the new coverage provisions scored at $597 billion – a significant reduction from earlier estimates.  The completed bill virtually eliminates the dropping of currently covered employees from employer-sponsored health plans.  In addition, our bill, combined with the work being done by our colleagues in the Finance Committee, will dramatically reduce the number of uninsured – fully 97 percent of Americans will have coverage, a major achievement.

A strong public option

Like the President and a strong majority of Americans, we believe that a strong public option is an important component of any health reform bill that keeps costs down, expands coverage, and offers American families a wide variety of affordable options.  Backed by the government for the public good, not private profit, our public option – called the Community Health Insurance Option – will be a strong, effective national plan that provides Americans with a real alternative to traditional, for-profit insurance. 

Here’s how it works:  

·        Our public option will be a national plan, available in each state and territory and administered by the U.S. Department of Health and Human Services, which will negotiate rates and premiums. 

·        Like private insurance plans, it will be available through the Health Insurance Gateway.  Enrollees will be entitled to the same tax credits as those enrolled in the private plans available through the Gateway. 

·        And, of course, participation in the public option will be just that – an option for American consumers who will be able to decide what plan is best for their families.

For the 47 million Americans currently living without health insurance, a public option will represent an opportunity to access quality, affordable care.  For those who have insurance but still struggle to get the care they and their families need, the healthy competition provided by our proposal will offer a wider variety of options while keeping costs down.   

And for the many Americans who have good coverage, nothing will change.  They will still be able to keep their doctor, their hospital, and their insurance plan.  What our proposal offers these families is stability – no longer will Americans with good health care have to worry about losing everything if they lose or change their job, or if someone in their family becomes sick or injured. 

Even in the face of scare tactics and false claims that a public option would destroy consumer choice or the insurance industry, a vigorous public option is what Americans want.  According to two recent public polls, three out of four Americans support the establishment of a public option to compete with private insurance plans and offer families better choices when making health care decisions. 

Moreover, a strong public option isn’t just what Americans want – it’s what America needs.  All of us understand the importance of the work we’re doing.  The health of our economy and our families rely on it.  But if it’s worth doing, it’s worth doing right.  The Senate must not, and the HELP Committee will not, shy away from this challenge.  We must not settle for legislation that merely gestures at reform.  We must deliver on the promise of true change. 

Enhanced employer responsibility

A core value of our bill is shared responsibility.  To solve the nation’s health care crisis, everyone must be part of the solution, including insurance companies, medical providers, the government, individual Americans – and employers.  Most employers offer quality health insurance to their workers and their families.  These employers, especially smaller ones, need support to continue meeting this responsibility, and our legislation will provide that support. 

Americans whose employer chooses not to provide adequate coverage will now have an opportunity to get the care they need through private insurance plans or the public option.  But those employers should still share in the responsibility for ensuring that everyone is covered.  So those employers (excluding small firms with fewer than 25 employees) that do not offer health insurance would be assessed a modest annual fee of $750 per full-time worker, or $375 per part-time workers, to help pay for their employees’ health insurance coverage.

We look forward to discussing this legislation as the HELP Committee continues its historic and long-overdue effort to implement comprehensive health care reform.

The Senate Health Care Reform Bill released by HELP Committee

The road to health care reform begins with the Affordable Health Choices Act legislation that, though Sen. Ted Kennedy’s brain child, was drafted in large part by Sen. Chris Dodd of Connecticut because Sen. Kennedy, the Chair of the Senate Health, Education, Labor and Pensions Committee (HELP), is currently battling brain cancer and has been absent from the Senate floor for a couple of months.  Sen. Kennedy has been working diligently on the bill however from his home in Massachussetts.

The HELP committee released the following brief summary of the bill:

A Quick Summary of the Affordable Health Choices Act

Senator Edward M. Kennedy, Chairman of the Health, Education, Labor and Pensions Committee (HELP), today released The Affordable Health Choices Act, legislation that aims to reduce health care costs, protect individuals’ choices of doctors, hospitals and insurance plans and guarantee, quality and affordable health care for all Americans.

The Affordable Health Choices Act includes the following five major elements:

CHOICE: An important foundation of The Affordable Health Choices Act is the following principle: If you like the coverage you have now, you keep it. But if you don’t have health insurance or don’t like the insurance you have, our bill will give you new, more affordable options.

COST REDUCTION: The Affordable Health Choices Act will reduce health care costs through stronger prevention, better quality of care and use of information technology. It will also root out fraud and abuse and reduce unnecessary procedures.

PREVENTION: The best way to treat a disease is to prevent it from ever striking, which is exactly why The Affordable Health Choices Act will give citizens the information they need to take charge of their own health. The bill will make information widely available in medical settings, schools and communities. It will also promote early screening for heart disease, cancer and depression and give citizens more information on healthy nutrition and the dangers of smoking.

HEALTH SYSTEM MODERNIZATION: The Affordable Health Choices Act will take strong steps to see that America has a 21st-century workforce for a modern and responsive healthcare system. America must make sound investments in training the doctors, nurses, and other health professionals who will serve the needs of patients in the years to come. It will make sure that patients’ care is better coordinated so they see the right doctors, nurses and other health practitioners to address their individual health needs.

LONG TERM CARE AND SERVICES: The Affordable Health Choices Act will also make it possible for the elderly and disabled to live at home and function independently. It will help them afford to put ramps in their homes, pay someone to check in on them regularly, or any of an array of supports that will enable them to stay in their communities instead of in nursing homes.

The following caution was also released by the HELP committee:

“On the legislation we’ll introduce later today, there are some gaps in it and done so intentionally,” said Dodd at a press conference earlier Tuesday. “There are no gaps in our determination, in my determination and that of my colleagues to have a public option, to have something done with the pay or play and deal with the follow on biologics. But I left those areas open for discussion, not because they’re open for some sort of decision about whether or not we ought to move in that direction. But I want my Republican colleagues to know, I want their ideas, I want to hear what they have to say. This is a bill, it’s an opening step.”

Sen. Edward Kennedy surprised his colleagues today when he showed up to the Senate floor for the Medicare cloture vote.  This is the first time that Sen. Kennedy has been to the Senate floor since he began his cancer treatment.  His colleagues gave him a standing ovation.  A truly amazing development!

 

Ted Kennedy Endorses Barack Obama!!!

Ted Kennedy, one of the longest serving senators in US history, has endorsed Barack Obama for President.  This comes on the heels of Obama’s stunning victory in South Carolina.  Apparently, Bill Clinton, not Hillary Clinton, made the call to Ted Kennedy on behalf of the Clinton campaign begging him not to endorse Obama.  This is a huge win for the Obama campaign considering Kennedy’s longstanding ties with the latin community.  Kennedy has been a proponent of favorable polices affecting the latin community and continues to be one of it’s main allies in Washington.   This must be a huge slap in the face to the Clinton campaign considering the friendship and longstanding collegial relationship between the Clintons and Ted Kennedy.  Both the Clinton and the Obama campaign have been relentlessly courting Ted Kennedy for his endorsement.  Even though Kennedy communicated his endorsement decision to Senator Obama on Thursday of last week, Bill Clinton’s comment on Saturday most likely strengthened his resolve.  When asked by a reporter last Saturday ”what does it say about Obama when it takes two of you [Bill and Hillary] to beat him,”  Bill Clinton responded, or nonresponded ”Jessie Jackson won South Carolina twice in 84 and 88.”  In other words, and what is being confirmed by those inside and outside the Clinton campaign, attempting to belittle Obama’s achievement.   Bill Clinton made the statement even though the two campaigns are not related in any way except that both candidates are african-american.  Not to mention that Obama’s victory in South Carolina was a two to one margin over Clinton.  Jessie Jackson never came close to hitting those numbers.   Kennedy is said to be ”appalled” at the ”racial and negative overtones”  of the Clinton campaign.  Ted Kennedy’s endorsement, unlike other endorsements, is hugely significant because Kennedy is a completely disinterested bystander.  Ted Kennedy does not want to be Secretary of State or vice president; the endorsement is completely personal for him as oppose to political.  Kennedy has been quoted as saying that he really believes that Obama can unite the country and “make America good again from sea to shining sea.”.
